website wasn;t app ,only can use PWA ,but PWa was unable to work in a specific environment,maybe you can use sms notification or email notification

PWA Progressive Web Apps
It needs browser permissions for running.
Any PWA without browser permissions will not work
like IOS ETC.Most desktop PC have it,
like our forum
